Popular Unity’s statement also advances the broad outlines of the dem- Ocratic alternative to this plan. The following is an abridged form of the Popular Unity call: The Ortuzar Plan deprives the People of their sovereignty and perpetuates the division between people by creating a restricted Concept of nationality that en- compasses only those ready to Participate in a national entity Whose definition is completely at the will of the authorities. In other Words, all Chileans who do not Share the politics of the regime and who make that known, are excluded from ‘‘the nation of Pinochet’’ and do not share in it. To make this exclusion possible, the plan creates a series of repres- ~Sive measures that allow the au- thorities to eliminate from the Political community or deprive of his - fundamental rights anyone who shows signs of opposition, and to restrict every form of Organization that promotes dem- Ocratic interests. It is the Central Bank Council, Pinochet's Ortuzar Plan which he has advanced for a “constitution” would give the fascist military full control. Although the preamble to the Plan has de- * clared that these rights ‘‘come be- fore and are superior to those of the State’’, when an emergency arises, their relationship is turned around: force becomes right, and individuals lack any protection. A constitution that, in the name of national security, represses human rights, deprives the people of self-government and hands over the direction of their coun- try’s destiny to anti-dem- ocratically created authority is a ‘fascist constitution which the people of Chile and their dem- ocratic organizations totally and . emphatically reject. The Popular Unity has a pre- cise formula for that authority: a Provisional Democratic Govern- ment, whose program and charec- teristics we have earlier stated. Today we reiterate that call in the conviction that only the greatest unity of all democratic and anti, fascist forces, civil and military, will bring about an authority that respects popular self-govern- ment, free exercise of public free- doms and a transition towards a real constitution. . This new constitution, created by all the people, must learn from the terrible lessons of these years _ of fascism. Fundamental, in our judgment, — are the following: 1. The essential concept that the people, all the people of Chile without any exceptions, hold power. 2. The democratic creation of all the powers of state. 3. The complete respect, pro- tection and promotion of human rights, which the state must tee. 4. Pluralism as the free expres- sion, organization and participa- tion in public life of every ideolog- ical, political, religious and cul- tural persuasion, without pre- judicing the right to make illegal those groups that foment and en- courage fascism or fascist forms of state or society. . 5. The participation: of the people, through their organiza- tions, in the creation of public bodies and in decision-making. 6. The democratization of the economy through the re- establishment of the function of State in promoting and protecting the participation of workers in the Management of enterprises, and in re-establishing sovereignty over natural resources. 7. The free participation of the Armed Forces in the develop- ment of the country, ending their isolation from the rest of society; the re-establishment of their role as the body charged with national defence, and the recognition of the right of each member of the Armed Forces. to free citizens’ rights. 8. Right-wing forces lead attack against Manley Reactionary forces in Jamaica, led by the Jamaica Labor Party, have stepped up their attack on the Manley government in an ef- fort to split the progressive movement, said Joy Booth, representative of the Committee of. Women for Progress and a member of the Workers’ Party of _ Jamaica, in an interview with the Tribune, March 23. Booth said this campaign by ex- treme right-wing forces has taken the form of newspaper articles, Meetings and attempts to mobilize sections of the trade un- ions under their control in a bid to topple Prime Minister Manley and replace his government with one which would represent the big capitalists and landlords. Coupled with the struggle against this right-wing manoeuvre, Booth said, is a campaign under way by the progressive forces to encourage the Manley govern- ment to take a tougher stance against the terms imposed on Jamaica by -the International Monetary Fund loan the country ~- entered into in May 1978. Under these agreements, prices of-consumer goods in the country were to rise 40% in 1978, 30% in 1979 and 20% in 1980. Por- fits were to be guaranteed ata minimum of 20%. The devalu- ation of the Jamaican dollar was to be 37.5% which is being done at a rate of 1.5% per month. This double squeeze imposed by the IMF has caused terrible hardships, Booth said, and Man- ley is being urged to renegotiate the terms of the loan when it comes up for review shortly. The WP is also calling for ex- pansion of public services, a re- imposition of price controls and the removal of certain corrupt government ministers who have ‘sabotaged programs which are in the interests of the working people. Manley, under pressure from the progressive movement, has announced his intention to fight against the IMF ‘‘crawling peg”’ devaluation. He is also scheduled to-visit the Soviet Union, April 9, ~ which-has caused extreme anger from the right forces. Booth spoke also about the campaign being conducted to enact a maternity leave law which would guarantee three months’ . leave for working women.
