Eng., FILE: 900-294 Deputy City Engineer SUBJECT: EAST SLOUGH PUMP STATION - ENGINEERING DESIGN SERVICES RECOMMENDATION: 1) That the Committee approve the selection of Associated Engineering to provide the engineering design services for the East Slough Pump Station at a cost of $48,100 plus G.S.T. 2) That the funds be allocated from the Tax Sale Reserve Fund. BA ROUND & C : In August 1990. Council authorized the design and construction of the structural concrete work for the proposed East Slough Pump Station which was to be constructed in conjunction with the required Coquitlam River Dyke floodbox. As the Committee is aware, the Dyke Closure project has been held in abeyance for the past three years subject to the selection of a final alignment, which is being negotiated. As a result of recent negotiations between the Fraser River Flood Control Program (F.R.F/2.P.) and the Coquitlam Indian Band of Indian Reserve #2, the route selection for the closure project has now been identified. Attached is a plan showing the proposed dyke alignment. With this alignment the location of the proposed dyke floodbox/pump station structure will be required to be relocated. In addition, since the original design of the structure done in 1990, there have been a number of — changes to the drainage area and structure requirements. These include, partial infilling of the East Slough (part of the new school project), proposed Lougheed Connector project. additional pump station control requirements, and updated requizements froin environmental agencies (fish friendly pumps). . Accordingly, it will be necessary to have a new design done for the East Slough Pump Station. It is recommended that the firm of Associated Engineering Ltd. be authorized to carry out this work on behalf of the City. They are currently working for the F.R.F.C.P. as their consultant for the Coquitlam River Dyke Program. they completed the Lower Floodplain Drainage study for the City and designed the original East Slough Pump Station. Associated Engineering has submitted a proposal for this work based on a fee of $48.100 plus GST. Attached is a copy of their proposal and the August 9, 1990 report approved by Council. ip, P.
