Eng., FILE: PWC City Engineer SUBJECT: DEVELOPMENT COST CHARGE BYLAWS - #2737, #2738, #2739. & 2740 - WATER, HIGHWAYS AND SEWAGE (Public Works Committee Meeting of October 27, 1993 RECOMMENDATION: That Council approve the revisions to Bylaws #2737, 2738, 2739, & 2740 for the Water, Drainage, Highways and Sewage Development Cost amendments as shown on the attached revised Schedule A’s dated October 27, 1993. BACKGROUND & COMMENTS: In December of 1992, Council gave three readings to the DCC Amending Bylaws for the water, drainage, highways, and sewage and these bylaws were forwarded to Municipal Affairs for approval. After a lengthy review by the Ministry of Municipal Affairs, the City has been advised that the Ministry will be willing to approve these amending development cost charge bylaws provided that changes are made as shown on the attached four Schedule A’s dated October 27, 1993, The main reason for the changes are: 1) That the density for the single and multi-family residential units per hectare in existing areas had to be increased for the water, drainage, highways and sewage bylaws; and in the highways development cost charge bylaw amendment calculations, a financial contribution from the Riverwood area (Area No. 2) must be included in the contributions from existing areas in the non-Riverwood portion of Port Coquitlam (Area No. 1).
