Dear Sirs; At our meeting in your office on May 18,1993 you requested an update on our discussions with officials of Quanta Enterprises concerning the possible dyke construction adjacent to their 82 unit townhcuse development on Lobb Avenue. As you are aware, we are holding discussions with the Coquitlam Indian Band and a private Native landowner with a view to extending the closure dyke through the Reserve. This is our preferred alignment. The Band have agreed to the proposal, but we are encountering problems with the private landowner. In the event that these discussions fail, we wish to keep open the option of returning to the original dyke alignment along the north boundary of the Indian Reserve. This would involve construction of a dyke on the City-owned right-of-way, adjacent to the Quanta Enterprises development. The average ground elevation on the townhouse site before construction was about 3.0 to 3.5m GS. The dyke elevation in this location will have to be 5.85 m. In earlier discussions, Quanta Enterprises agreed to raise the whole townhouse site to a minimum of 5.0 m, leaving an increase of only 0.85 m required to provide full flood protection in that area. In April, 1993 we had discussions with Quanta Enterprises about the possibility of combining the land fill of the development with the proposed dyke along the right-of-way should our discussions with the Coquitlam Band fail. Four options were considered for combining the townhouse fill with a possible dyke, but the only one considered feasible is Option 3, as shown on the attached sketch.
