Eng., City Engineer SUBJECT: Bus Stop Relocation on Shaughnessy at Lions Way - Public Works Committee, August 10, 1982 RECOMMENDATIONS: That the G.V.R.D. be instructed to relocate the southbound bus stop on Shaughnessy at Lions Way to a position approximately 100 feet north of its present location and, if this relocation is successful in reducing the accident potential at the crosswalk, then that the, City pave a passenger landing area for the bus stop at the new location with | unallocated funds in the Public Works Budget. BACKGROUND AND COMMENTS: The potential hazard of pedestrians using the crosswalk at Lions Way has been a concern to Council for some time. As Council is aware by this time, every crosswalk carries with it a potential hazard due to a false sense of security which it gives the user. However, this particular. crosswalk has had a number of accidents recently and it appears that these accidents are related to three major factors, all of which have some impact. In the first place, Shaughnessy Street is very busy at times and drivers are not all paying the required attention to pedestrians in the crosswalk. Secondly, accidents have occurred at night because the crosswalk was not well lit and pedestrians not always very visible. Finally, the Fact that there is an important passenger transfer between the southbound and the northbound buses results occasionally in passengers rushing across the crosswalk so as not to miss a waiting bus. Since the buses stop on the near side of the crosswalk, it means that pedestrians who rush across will normally be stepping out from in.front of the bus and therefore will not be visible to oncoming drivers until the last instant.
