Dear Mr, Freeman:

The Industrial Development Commission encourages the creation
of new job opportunities in Greater Vancouver by actively promoting economic
development in the Lower Mainland of British Columbia. Job creaticn, in the
opinion of many Canadians, is the most difficult problem facing us. The Economic
Council of Canada estimates that in the period 1970-75, 1.4 million new jobs will
need to be generated if employment is to grow sufficiently fast to absorb the large
increases in the labour force and reduce unemployment to a more acceptable level.
This Commission believes it is providing a valuable and essential service in this
regard and is deserving of your financial support.

. The Provincial Government recognized this in 1969 when it
increased the per capita grant to municipalities and added INDUS TRIAL
DEVELOPMENT to.the list of necessary and important local government services
to be covered by the grant. At that time the Government recommended that One
_ Dollar ($1.00) of the increase be devoted to industrial development activity.
Although this Commission is the only regional body working directly on economic
development, we realize there are local facets to this work. We have therefore
held our budget at such a level that, after private industry has contributed its
share, we need only ask each of the municipalities in the Greater Vancouver Regional
District for support to the extent of FIVE CENTS PER CAPITA BASE DON THE

1966 CENSUS,

We respectfully request a grant of FIVE HUNDRED FIFTY~SIX
DOLLARS (3556) from the City of Port Coquitlam in 1972, towards this important
work, We would welcome the opportunity of discussing this matter with your Council
at their convenience.
