In attendance were Alderman Nike Thompson and Alderman Nichael Wright. Also in attendance was K. Janna Taylor, Parks & Recreation Director. Item Mo. 1 International Missing Children's Day — Garden of Hope The Committee reviewed the letter sent to City Council and referred to Committee Recommendation: That a letter be sent acknowledging the situation but, that at this time, the City would not be planting "forget me nots". Cz~rri Item Mo. 2 Future Park land — Shaughaessy & Lobb Avenue The Committee discussed the proposed land set aside for park in the Shaughnessy and Lobb sxea. That the Parks 6 Recreation Director get a cost to have a Consultant determine the cost of lighting Thompson and Cedar Park. In answer to the questions the memo I note the following: The City has had requests for purchase of the property north of the Bosa 1) subdivision which includes the future park area near Shaughnessy and Lobb Avenue. As soon as the Parks and Recreation Committee identifies the park requirement, the remaining City lands will be consolidated and presented to the Land Sales Committee for sale purposes. 2) 3) 4) 5) 6) This land is relat vely flat and in a flood plain area. The park land in the Shaughnessy and Lobb Avenu area has been designated for a future park as shown on the attached concept plan for the Shauglmessy lantls. The School District has not presented any plans for school sites in this area. The PoCo Trail would continue directly south of the proposed park site as shotvn on the attached plan. It is proposed to designate the park area as a lot at this time. When the surroundmg land is subdivided, the developer would be required to dedicate an additional 5% park land or cash in lieu. PURPOSE/PROBLEM purpose of thi~ report is to prov1de 1nformation and a recommendation tor considerat1on by the Parks and Recreation Comm1ti:ee regarding a request received from the employees at K-Mart 5452 for free use of the Mabbett Room tor the purpose of hosting a fund raising dance. The BACKGROUND INFORMATION: at K-Mart 5452 are planning to hold a fund raising dance in February, 1992 and would 11ke to use the Mabbett Rooln for the event. The purpose of the fundra1ser is to raise funds for the Variety Club Telethon ror the purchase of a bus/van for the Variety C'lub 1n this area. They would like all proceeds to be directed to this pro]ect and therefore are requesting the normal rental fees to be waived or reduced. The employees ALTERNATIVES: Three possible alternat1ves have been rev1ewed for consideration by the Parks and Recreation Committee. l) Waive all rental fees as requested. 2) Reduce required rental fees. 3) Deny request to waive or reduce rental charges. M il.'r I SIRNIm O DISCUSSIOW We receive a number of request to waive rental charges each year. With very few exceptions, the Parks and Recreat1on Committee has cons1stently den1ed these requests. The rationale has consistently been that there 1s a cost for us to operate and maintain the facilities and we have been trying to reduce our reliance on the tax base. If we start waiving fees for fundraising events, which are events that have some ability to pay, we will have an increasingly d1ff1cult t1me to deny requests from other organizations. The normal rental charge for a commercial group hosting this k1nd of event 1s estimated at $ 575.00. However, s1nce it is an employee group coordinat1ng this event, the Parks and Recreation Committee may want to reduce the rate to the Basic Rate of $ 400.00. Th1s rate 1s typ1cally applied to res1dents of Port Coqu1tlam booking a facil1ty for a private function.
