Ina letter to Terrace council Monday night, Ben Webber said the pond where the boy fell through the ice and drowned was created several years ago when Samson’s owner, Stan Kinkead, dammed Heek Creek. According to Webber, the hazard -should. have been eliminated in "1986 when’ a Terrace city council resolution ordered Kinkead to fill one end of the pond and fence off the rest, but he says Kinkead failed to comply with that order. In that letter, he stated that a "watershed ravine" flowed through his property in a southwesterly direction.
