Bill 65, the Communi Resources Boards Amend- ment Act, was expected to receive final passage later today as the house wound up its business in preparation for an extended recess. The legislation passed the second reading hurdle with a 26 to 15 vote in its favor. All Social Credit members in the house backed the bill, while Progressive Con- servative leader Scott Wallace joined the New Democratic Party in op- osing the bill. Liberal leader Gordon Gibson was out of the province. In closing debate for the oppositon, NDP leader Dave Barrett challenged Human Resources Minister Bill Vander Zalm to resign if, in a year, it is shown that the government does no better in delivering social services to Vancouver than did the VRE. Barrett said that the move to abolish the board and integrate its duties into the government framework would be similar to a move to abolish school boards.
