A huge build-up of U.S. armed forces in South Vietnam continued this week
amid growing signs of a top-level crisis facing U.S. policy in Southeast Asia. Re-
ports from Washington indicate that armed forces already earmarked for Viet-
nam will bring the total in the near future to 150,000 men. President Johnson said
Tuesday that ‘‘new and serious decisions” may be made soon. He hinted the draft

the Geneva agreement is still
“realistic and still valid.”

U Thant’s plea for negotiations
to end the war was echoed Sun-
day by a group of U.S, clergymen
who recently returned from Viet-

nam, The fact-finding group,

which included Protestant, Ro-
man Catholic and Jewish clergy-
men, called on President Johnson
to “stop the bombing of North
Vietnam as a demonstration of
good faith in calling for a cease-
fire.”~

The Soviet Union and North
Vietnam announced this week that
an agreement had been reached
in talks in Moscow under which
the Soviet Union will give “as-
sistance to the development of
the national economy and the
strength of Vietnam’s defence
potentialities with due consider-
ation for the needs that arose in
connection with the Vietnamese
people’s struggle against the
aggression of American imperi-
alism,.”

Last Saturday 15 American
women left Seattle for Jakarta,
Indonesia, where they will hold
talks with women from North
and South Vietnam to “explore
and bring back to the general
public possible conditions for a
Rescet settlement in Vietnam.”
