of Port Coquitlam City Council From: J. Maitland, Treasurer / Dep. Administrator Subject: 1994 Budget Recommendation: That City Council approve the 1994 budget as presented in the attached bylaws. Background and comments: [am pleased to recommend that City Council approve the 1994 budget which contains revenues and expenditures totalling $50,747,520 which are balanced within our conservative estimate of revenue projected to be derived from development. Basic City services are funded and, in a few priority areas identified by Council, expanded. The commitment to and investment in the City's Capital Improvement Plan ( CIP ) continues into its second year. 1994 Service Level and Expenditure Increases ¢ Increased funding for Public Works infrastructure projects Our CIP which was adopted in May 1993, as well as various Engineering reports all called for substantial increases in the funding directed towards Public Works projects, as a result the City approved new Development Cost Charges (DCCs) so that developers will pick up a reasonable share of expanded services to accomodate growth. Estimates show that funding in addition to DCCs are . required in the amount of $1,525,000 per year for Public Works projects, our proposed budget includes the amount of $970,000 a substantial increase from the $401,900 budgeted in 1993. Emergency Preparedness Program The earthquake in southern California has made us all realize that we live in an area which lies in an earthquake zone, the City has in 1994 allocated and additional $18,550 to purchase radios and various other pieces of equipment as well as to provide additional staff training to assist in planning for a possible emergency, Bylaw enforcement and licence inspection staff Council has approved the addition of another full time licence inspector to address the increased volume of inquiries, complaints and to improve the enforcement of City bylaws. This increase in staff will be paid for through increased revenues, primarily business licences, generated by the new staff person. © Police work station
