Kirk January 22, 1991 City Administrator File No. 36/89 Carlos Felip Director of Planning 3600 Westwood Street Rezoning Application 36/89 Planning and Development Committee — January 22, 1991 It is recommended that this application be approved to proceed under Section 963 of the Municipal Act subject to: 1. Registration of a 20 feet easement to provide access to the rear property fronting on Woodland Drive; Solution of the concerns expressed by the Municipal Engineer; The applicant submitting an application and obtaining approval for a development permit; Submission of landscaping plans to the satisfaction of the Parks and Recreation Department; 5, Submission of a design to the satisfaction of the Director of Planning. BACKGROUND: This application was received on June 7, 1989. The applicant's had great difficulty in developing a design that facilitate the development of the property at the rear, that fronts onto Woodland Drive, by providing it with an access to Westwood Street. The project was further delayed by the October 12, 1989 Council's resolution indicating that "Council would not be prepared to proceed with rezoning of 3600 Westwood Street until the intersection to the south had been brought up to standard". With the issue of the Woodland/Westwood Kitchener intersection now resolved, and a design that appears to resolve most problems, the project was submitted to the Planning and Development Committee on December 12, 1990. The Committee tabled this application pending submission of a letter from the rear property owner of his ‘“willingess to underdevelop his property to provide the front property owner with two parking stalls”. 22 2/
