(Ross) Dunbar Acting Fire Chief DATE: June £35, 1989 SUBJECT: By-Law 702 PART III " OPEN AIR BURNING " ‘ SS SSSR SN Dyn RE SRSS NS SRS OSES SD SE EEE SE SS DS NS EE BACKGROUND & COMMENTS: There are four proposed additions, deletions or changes to the content of PART III ~ OPEN AIR BURNING of bylaw 902. These are; 1. Reorganize the format to conform ta National Codes and Provincial Acts used in the Fire Service. Article 3.1.2.During the period of time commencing on Octeber iSth in one year and extending until April 14th in the year next following Council may set aside a period af time in which an Officer may issue & special written permit for open air burning of brush, stumps, slash, and light materials resulting from the Clearing of land. Article 3.1.4.1. when the open air burning provisions were recently hey did not make it mandatory for competent control of fires. This is imperative. Article 3.1.5.1. —- when the Open air burning provisions were recently changed by council to allow this activity in the Agricultural Land Reserve, they again did not make it mandatory for competent control of fires. This again is imperative. So Article 3.3.1.1. —- is to provide for new rates to charge any person who lets an open air fire get out of control. The remaining Articles in PART ZIIr - OPEN AIR BURNING remain unchanged as far as content within the existing bylaw 902, but, numerous Paragraphs have been broken into distinct sections or rearranged within the bylaw, for ezse of administration.
