A recommendation from the meeting was that a reward be established for
information leading to the arrest and conviction of anyone damaging the Poco
Trail. Council may wish to discuss the recommendation further.

Assipnment of Duties By-law~

I have discussed with members of Council from time to time the problem of
setting out the duties and responsibilities of the various officials of the
City, with particular respect te delegation of authority. The Municipal Act

sets out duties and responsibilities of the Statutory Officers of the

municipality;  -~ however, the Fire Chief and the Recreation Director. °°:
are not covered in the Act. The Act provides for the passage of a By-law by
Council defining the positions and generally outlining ‘the authority delegated
to these individuals by Council. One important area is in hiring and dis-

missal of employees which is the responsibility of the Council and which would

be delegated to the Administrator under this By-law. The By-law is mainly a

formality as it sets out pretty well what has been taking place. The By-law
would, therefore, formalize these arrangements. The By-law has been circulatec!
to Council and I would appreciate consideration of its passage.
