Revision of Assessment Roll Procedure ~ Two Roll System My last report recommending proceeding with the two roll system was tabled pending receipt of further information on the Provincial Government contributiou under the Sewage Treatment Plant Assistance Act. I have reviewed the information supplied to me by the Greater Vancouver Regional District regarding their schedule of borrowing and the proportion of this borrowing may be applicable for financial assistance under the Act. Based on estimates of the growth in the value of al mill levy and assuming that no furthar borrowing is undertaken by the Regional District the City should benefit from payments under the Act for about the next ten years. The amounts received by way of grants would be in excess of $350,000. over this period. There is no doubt that additional borrowing will be undertaken, for example, if the Regional District installs secondary or tertiary sewage treatment facilities the cost would be shared and our additional debt load would be eligible for financial assistance. The whole question of the application of the Sewage Treatment Plant Assistance Act is in question and there are many problems connected with its application particularly in the Lower Mainland. The Act only applies to municipalities and not to regional districts and the Province will have to make a decision on how they are going to treat the Greater Vancouver Sewage District. Many of the municipalities within this Sewage District are on a two roll system and it would not seem practical to ignore grants to these municipalities and give grants to the other municipalities that maintain assessment rolls under the Assessment Equalization Act. In addition i understand that Richmond became eligible for assistance under the Act last year and submitted the bill to the Province for $35,000. The Province has apparently not processed their request and to date they have not received reimbursement. The Act, however, is in full force in effect and there is no reason why assistance should not be granted, I understand that the whole question of the application of wee /2
