These violations are nothing new to this crisis. The Canadian government still main- tains some degree of control over the army and Surete de Quebec, yet these same rights are regularly violated. So much so that the national and international agreements that were signed on Aug. 12, and 14, 1990, be- tween our government and yours, which guaranteed all those rights presently denied. _ Those agreements were broken by Canada and Quebec as witnessed by the international observers who were selected by your own government.
