From the Deputy Treasurer, November 18th, 1976 respecting the differential Sewer Rates and the annual sewer debt charges and pointing out that when the $67,700. annual debt charge is applied to the 3,100 City installed users a charge of $1.82 per month would be required to cover the debt only while the proposed 1977 rate differential would provide only $1.50 per month. Alderman Laking questioned the amount noted to be recovered from the Greater Vancouver Sewerage and Drainage District in that the Lagoon is no longer in use and the City Administrator confirmed that recovery of the approximate $9,400. could not be expected and Alderman Laking then suggested that in view of this the amount of the differential remain at $2.00 as it had been in the past in order to os cover the debt repayment charges of City installed sewers. Alderman te Ranger referred to the Audited Statement in the last year's Budget papers and briefly recapped the portion dealing with sewer user charges which indicated a surplus of some $253,100. which had been transferred to General Revenue and not set aside in a separate fund as is the case with any Water Fund surplus and stated that, in his opinion, this was not being used strictly as a user charge but rather as a form of double taxation, therefore no increase in charges to the residential property owners was required at this time. Mcved by Alderman Laking: Seconded by Alderman Keryluk: That the charge of $5.00 proposed to be applied as the monthly user rate for a Developer installed sanitary sewer be changed to read $4.50. Carried, Aldermen Mabbett and Ranger voted against the resolution. Alderman Laking introduced a By-law to amend the "City of Port Coquitlam Sewer Rates By-law, 1964".
