March 11th, 1974 PR, month, which includes carrying costs of land and regular increases in labour and mat— erlials, and as there is a considerable amount of planning and pre-development work to be perforned, it is considered imperative that no lead time be lest so that upon incorporation of the Non-Profit Housing Corporation development can continue without halt; therefore, it is recommended that the Board of Directors approve the expendi-~ ture of up to $10,000.00 for consultant fees in order that this project may be ad- vanced without any delay and without incurring the attendant costs caused through this delay. Alderman Traboulay inquired whether the City would receive any further information on the project, such as the kind of plans and housing, ete., and Mayor Campbell replied in the affirmative. Alderman Keryluk inquired whether a portion of the land involved is slated for Commercial development, and Mayor Campbell rep- lied that it was not. Alderman Keryluk inquired how many homes would be offered for sale and how many offered as rental units and Mayor Campbell advised that the plans are not complete. as yet, but that he was pleased the project would be under- taken by the Regional District rather than the Provincial Government. Alderman Ranger mentioned that the press release referred only to rental housing, and Mayor Campbell stated that in discussing the matter with Mr. Casson, he learned that the Statement was issued by Mr. Kelly, and that the context would have been different if made by Mr. Casson. Stations of that municipality on February 25th, 1974: “THAT WHEREAS one of the principal causes of noise pollution is the unnecessary and excessive noise caused by faulty or illegal mufflers on motor vehicles by irr- esponsible owners and drivers; EN AND WHEREAS the Provincial Minister of Highways has promised as far back as late 1971 to install noise level testing devices in the Provincial Vehicle Inspec- tion Stations; AND WHEREAS until such testing devices are installed and levels established enabling Police Officers to apprehend and summons offenders, the law cannot be ex- forced; THEREFORE BE IT RESOLVED THAT the Council of the City of North Vancouver str- omy urge the Minister to immediately implement vehicle noise control standards as "a means to eliminate and rectify the situation, and further that we send copies of this resolution to the surrounding municipalities and to the U.B.C.M. for their endorsement; AND FURTHER THAT the Provincial Government be urged to build a motor vehicle
