Moved by Alderman Laking: Seconded by Alderman Stewart: That the request contained in the August 3rd, 1988 letter from the Vancouver Symphony Orchestra for a contribution in the amount of $5,000.00 be rejected. Moved by Alderman Gates: Seconded by Alderman Farnworth: That the request contained in the August 3rd, 1988 letter from the Vancouver Symphony Orchestra for a grant in the amcunt of $5,000.00 be referred to the Finance Committee for investigation and report. Carried. Aldermen Laking and Talbot voted against the Resolution. Following passage of the resolution above Mayor Traboulay, due to tepeated interruptions by Mrs. Sylvia Osberg, 3156 Raleigh street, Port Coquitlam, B.C., said to her: "Mrs. Osberg, Section 220 of the Municipal Act states that regular Council meetings are open to the public and that no person shall be excluded from those meetings, except for improper conduct. Under Section 221 of the Municipal Act, I consider you guilty of improper conduct by your disruption of this meeting, and you are expelled and excluded frem this meeting. Please leave the meeting room immediately.” Mrs. Osberg then stated her refusal to leave the meeting and Mayor Traboulay directed that his order and her refusal be recorded in the minutes.
