During 1993 a steering committee, comprising representatives from health care facilities, provincial and local health service employees, municipal and school board representatives and members of the public, facilitated a discussion on how the communities involved might proceed to implement the concept of 'Closer to Home' as articulated in the Royal Commission on Health Care. Many meetings were held in the spring of 1993 including public meetings in New Westminster and the Yri Cities area. In June 1993 a two day forum, involving many individuals who had participated in the process, produced a draft report on principles regarding such issues as governance, finance, information systems, public participation and consolidation of bylaws. In September a draft report was reviewed by the steering committee and a decision was to proceed with a public process to encourage community members to apply for nomination toa two Community Health Councils (one for School District 40 and one for School District 43). This was accomplished by newspaper advertising, letters to every individual who had contacted the steering conmittee of focus groups, and two more public meetings. In October 1993 a list of community representatives who were willing to sit as representatives on a CHC was forwarded to the Minister of Health. With the election in November, it appeared to be an ine: nvenient time to pursue representation from School Districts and Municipal Councils.
