BYLAW NO. 2664 A Bylaw to Prohibit the Deposit of Contaminated Soil and Other Material on Land in the City. The Municipal Council of The Corporation of the City of Port Coquitlam, in open meeting assembied, enacts as follows: l. 5. DEFINITIONS In this Bylaw: imes means the City Engineer and the Deputy City Engineer appointed by Council. "Contaminated Soil” means soil or other material whichs (a) containg any of the contaminants listed in Schedule "A" to this bylaw in an amount greater than that set out in Schedule “A" for the contaminant; or (b) creates a risk to the health of persons or animals. “Deposit” includes the placement of soil or other material from one parcel on another parcel, and the relocation of soil or other material from part of a parcel to another part of the same parcel. “Soil” includes earth, sand, gravel, rock, and other substances of which land is composed. APPLICATION This bylaw applies to all land within the City of Port Coquitlam. PROHIBITIONS No person shall cause or permit the deposit of contaminated soil on any land. No person shall cause or permit the deposit of construction, building or demolition waste including but not limited to bricks, masonry, concrete, asphalt or other rubble, plaster, paint, gypsum board, glass, tile or similar construction debris on any land. . ADMINISTRATION & ENFORCEMENT This bylaw shall be administered by the City Engineer.
