GREATER VANCOUVER REGIONAL DISTRICT REGIONAL PARKS LONG RANGE PLAN: 1991-97 History The forerunner of GVRD's park function was the Vancouver-Fraser Park District formed - in 1967 under the Regional Parks Act (1965).
