tbc $id 9s A proposal call was issued to 7 consultants and 5 complete proposals were received. Each of the proposals was evaluated on technical merit first, with heavy consideration given to the proposed professionals involved and previous experience of the consultant in the exact type of calibration and lift station review planned for our system. The consultants were ranked technically and then ranked according to proposed costs and a final combined ranking was arrived at. Based on this careful analysis, it is my professional opinion that Dayton & Knight Lid. should be awarded the Water Model Calibration portion of the proposal and that Staniey Associates Engineering Ltd. be awarded the Sanitary Sewer Model Calibrations and the Lift Station Review portion of the proposal. It must be noted, however, that in both cases the recommended consultant was not the lowest fee offered for the work. The various fee schedules are summarized in the attached tables. Ranking was based 75% on technical merit and 25% on cost and therefore those with a strong project team and solid background gained higher favour, even though they were slightly higher in costs.
