THE CORPORATION OF THE CiTY OF PORT COQUITLAM OCT 6 - 1986 MEMORANDUM TO: B.R. Kirk October O11, 1986 City Administrator FROM: F.E. Peters, P. Eng., City Engineer SUBJECT: Traffic on Commonwealth St - Public Works Committee September 30, 1986 RECOMMENDATION: That the City request the Department of Highways to allow us to open St. Michael Street to the Lougheed Highway with a ful! signalized intersection and that the R.C.M.P. be Instructed to pay particular attention to the traffic on Commonwealth Street and Imperial Avenue on Friday and Saturday nights between 10 pem. and 3: asm. “ BACKGROUND AND COMMENTS: The Public Works Committee held a meeting with residents of Imperial Avenue and Commonwelalth Street as well as with the owner of Rite-Way Equipment Rentals to discuss traffic problems in the neltghbourhood. Traffic counts taken by the City indicate a 24-hour volume of over 1300 vehicles on Commonwealth Street and almost 900 vehicles on imperial Avenue east of the entrance to the Twin Cedars Development. Although somne of this traffic is the result of vehicles antering the back entrance of Rite-Way Equipment Rentals, several neighbours agreed that this was not the most serlous problem. The bulk of the traffic comes from east of St. Michael Street and uses Imperial and Commonwealth as a short cut to and from the Lougheed Highway. The volumes shown on the street are more typical of tow order collector streets rather than local streets and the reason for this volume Is apparent when looking at the attached sketch which shows no access to collector streets for west oriented traffic except via Commonwealth. During the meeting Rite-Way Equipment Rentals offered to do what It could to keep its customers from using the back including the provision of a barrier across the gate at a height which wilt prevent trucks from using the entrance or exlit. This wit! onty reduce the traffle volumes by a small The approach to the Department of Highways for an additional intersection on the Lougheed Highway Is one that Is entrance amount. not tikely to be successful. lf the recommended approach Is rejected, the Committee wishes to respond by asking for right 26
