Eng., City Engineer SUBJECT: Traffic Signals for Intersection of Kingsway and Mary Hil! Bypass =~ Pubile Works Committee - April 1, 1986 Recommendation: That the City apply to the Department of Highways for traffic signals to be Installed at the Intersection of Kingsway and the Mary Hil! Bypass at the cost of the Ministry of Highways. Background and Comments: During construction of the Mary Hill Bypass signals were Installed at Pitt River Road upon the request of the City and pressure from residents of the area. These signals were Installed at the cost of the Ministry of Highways although the City Is responsible for 50% of the maintenance costs. The normal policy for traffic signais Is that the City would also be responsible for 50% of the construction cost. The ten year capital budget for Public Works Includes the cost of our share of traffle signals at the intersection of Kingsway and Mary Hill Bypass. This [tem was budgeted because of the projection of traffic on the bypass and the volume of vehicles entering the Intersection from Kingsway. In our opinion this Intersection warrants signals earlier than the Pitt River Road intersection. Since it normally takes a long time for the Department of Highways to process requests for signals and for the signals to be Installed, It Is the Committees recommendation that we apply now for these signals, attempt to convince the Department of Highways that these are part of the highway construction and should have been Installed at their cost, but If the Department of Highways InsIsts on the City paying 50% of the share we would have to_Inciude It In the 1987 budget.
