Scott MAY 29 1972 As the representative of our City I attended the Canadian Federation of Mayors and Municipalities’ Convention held in Quebec City from May 2lst to 25th, 1972, -A total of 680 registered delegates attended, representing some 275 municipalities, In comparing this convention to several Provincial level conventions that _I- have attended in past years, I must point out that I felt there was consider-— ably more work undertaken by those attending. The emphasis was more on delegate "workshops" to study proposed resolutions and make recommendations to the convention at large, rather than the "social - aspects" which usually predominate. I took part in the workshop entitled "Experimental and Demonstration Projects in Urban Transportation. “I shall submit a separate report on this for Council's information. Without a doubt the highlight of the convention was the announcement of the forthcoming tri~level conference in November in Toronto, with Federal, Provincial, and Municipal representatives sitting down together for the first a ‘time to discuss common problems. Convention hopes were high that 'senior' governments could be talked into a formula of revenue sharing of personal and corporate income taxes. The municipal argument is that the property tax, from whick most muni-~- cipal revenues derive, is unfair to poorer people and is inadequate to allow: municipalities to pay for things they are responsible for doing. No one expects the question of revenue-sharing to be settled at the first tri~level conference, But delegates said they feel progress, on the questicn was made, The reason for feeling that way is that at this conference, for the first time, geesscont'd, Page el 2 -
