Correspondent ew documentary evidence of N responsibility for Nazi crimes —involving Dr. Hans Globke, a number of state secretaries of the Adenauer government and a number of judges of the su- preme court dealing with ‘‘poli- tical offenders’? — was disclosed at an international press con- terence in Berlin on March 21. Stil more evidence has been found to show that Globke co-op- erated, as . early as June 1933, with Freisler (ex- ecuted in Nur- : -emberg as a war cama. in destroying the rule of law in Prussia, which, by area and population represented three-fifths of Germany. _It was -Globke, who submitted _ council. for the existing legal system, the lawlessness and arbitrariness of nazi “law”, deriving from the will of the Fuehrer. Globke comments _ gleefully that the new law promulgated by him once and for all does away with parliamentary prac- tice and that the ‘‘law’’ based on the omnipotence of Hitler will last for eternity and be immut- able. Having — in his own words — destroyed democratic proce- dures, Globke then promulgated what he himself called ‘‘the first law in which .the idea of the Fuehrer is unequivocally ex- pressed“. This law created a new state Globke then exhorted the new state conneil to. carry the Fuehrer idea into the popula- tion and arouse understanding and enthusiasm for it’’. Today, Globke is one of 25 state secretaries in the Adenauer government. Ministers come and go, but the state secretaries stay. It is actually the ‘‘shadow ca- binet’’ of state secretaries that wields the real power of govern- ment. And of this ruling circle of 25, 15 have an incriminating nazi past. Here are some of them: * * * : STATE SECRETARY HOPF is all-important in Bonn’s war min- istry. A member of the nazi party from March 1, 1934, he later became a leading Gestapo official in Stettin. A big file has been found of Hopf’s activities. He set up a network of informers; in signed circulars to his spies, he prom- ised to treat their reports on their neighbors confidentially, and urged them to watch out particularly for communists and social democrats. Hopf had what appears to be a personal grudge against .the worker, Franz Prokorenko. Hopf personally ordered Prokoreriko to the Sachsenhausen concentration camp, where Prokorenko perish- ed. ‘ After the occupation of Czecho- slovakia, Hopf was made district chief of Zlin, where he _terror- ized the Bata workers. Despite claims by West Ger- man Justice Minister Dr. Bucher that . only two — incriminated judges remain in office, it has been charged by Prof. Albert Norden, member of the National Council of the National Front, that three-quarters of the 11,600 West German judges were nazi members. Of the 49 judges of the sup- reme court dealing with political ‘offenders’, 40 had been active, mainly in leading positions, in the nazi state. gsome are plain murderers and should be behind bars. For example: European JUDGE RUDOLF WEBER- LORTSCH, was deputy chief of police in occupied Kattowice. From January 1942 he was as- sistant to the police and SS chief in Nikolayev on the Black Sea. There he participated in the extermination of Jews -and Ukrainians. ; Later that year he became head of the administration and justice office in occupied Nor- way, under the police and SS leader there.
