Altamirano compliments Soviet stand on Chile “International solidarity is of utmost importance to the people - of Chile in their struggle against the fascist junta,” said Carlos Altamirano, general secretary of the Socialist Party of Chile at a Moscow press conference. In a reply to a question from the Trud (the Soviet trade union newspaper) correspondent as to the role of the socialist countries in the world solidarity move- ment, -Altamirano said: “We note with special gratitude the position of the socialist coun- tries, of the Soviet Union, which took a firm and clear stand in support of the legitimate gov- ernment of Chile. “The Soviet Government has not only vigorously supported the broad campaign of solidarity with the Chilean people, but has urged the United Nations to take effective measures against the fascist junta.” In answer to the question of the paper’s correspondent con- cerning the fate of Luis Emilio Corvalan, general secretary of the Communist Party of Chile, who is imprisoned in a concent- ration camp on Dawson Island, Carlos Altamirano replied: “As is known, Dawson Island is situated in the southernmost part of the country, in the im- mediate proximity of Antarctica. Its climatic conditions are ex- tremely rigorous. By imprison- ing Luis Corvalan there, the junta has actually sentenced him to slow death. That is why we are fighting for the liquida- tion of the concentration camp on Dawson Island, for the liber- ation of all its prisoners, among whom are two vice-presidents of the Republic — Clodomiro Al- meyda and Jose Toha, outstand- ing leaders of the Popular Unity front. We consider, therefore, that the struggle for the release of Luis Corvalan .is the struggle for his life.” : The general secretary ot the Socialist Party of Chile stated » that all facts of crimes commit- ted by the fascist junta in Chile, would be submitted to an inter- national commission which is being set up in Helsinki. To another question. from the Izvestia correspondent concern- ing the coming visit of L. I. Brezhnev, general secretary of the CPSU Central Committee, to Cuba, Altamirano said that “this visit will be an event: of tremen- dous importance for the entire Latin American continent. The Soviet Union has again demon- strated its internationalist policy which is aimed at the attain- ment of, peace among nations and support of national libera- tion movements on all contin- ents. The Latin American peo- ples,” Altamirano noted, . “will follow the visit of L. I. Brezhnev to Cuba with great interest.” Speaking .of the position of the PRC government in relation to Chile, Altamirano’ stressed that “the PRC leaders, who in words support the national-liber- ation movement in Africa, Asia and Latin America, were desert- ing the front of struggle when- ever they had to objectively prove their loyalty to these lofty principles — not just in word, ‘Communist Party of Chile declaration free Luis Corvalan, imprisoned general secretary of the Chilean Communist Party, and to free all political prisoners is key, the document states. : It calls for the establishment of broad-based Defence Commit- tees, for Human Rights, to be established within the country to fight around specific demands, which include: Stop all political repression; freedom for all political prisoners; legal and - public trials for all democrats. “We must fight for the right of all democratically oriented parties and -organizations of the people to function and carry out their activities,” says the CP do- cument, “Freedom of press and freedom of speech must be. re- obtained through this struggle, | Armed Forces In analyzing the position of the CP in regard to the a:med forces, the document points out * that those responsible for the coup enlisted the armed forces and police for their action. _ In spite of this, the CP says: “we do not consider the social Struggle in- our country as one between the civilian population and the military. “They (the generals and of- ficers of the military who en- gaged in the coup) have made themselves. traitors to the peo- ple, because they have broken ‘with the best traditions of Chile and have turned the armed for- ces into the murderers and exe- cutioners of their own ‘people. “Many soldiers and also offi- cers who remained faithful to their democratic ideals have. been hunted down by the junta, imprisoned and even shot to death. “The democratic ideals of many soldiers, although tempor- arily broken, are, however, not dead. 2 “The people’s movement must show to the soldiers and officers the democratic and progressive ideals of the country’s majority.” : Anti-Fascist Front The main ideological thrust of the CP’s statement is on the broad péople’s united front against the dictatorship and the correct leadership of this mass struggle. The CP singles out a mistake of the past that must not recur. It states that of the causes that led to the defeat of the people, the main cause was without a doubt the fact that the enemies of the Chilean people were able to isolate the working class and .the other revolutionary sectors in the short time preceding the coup. “This created a dangerous con- stellation of forces,” the state- ment adds, and it stresses that in the struggle against the fascists, this situation can and must be changed. : ; Correct Leadership On the subject of*correct lead- ership of the mass struggle, the CP document states: “The success of the working class in its struggle to become the centre point of the unity of the whole people, in its struggle against the dictatorship, is de- pendent on the use of principled policies, that are in a position to avoid collaboration and at the same time to avoid all forms of extremism. “This success will be reached above all through the further development of the unity of So- cialists and Communists, the po- pular unity, and the unity of all democratic forces to a higher ‘level. The reaction- aries are hoping that the people will allow themselves to be mis-_ guided into actions of. this kind. “In doing that, the reaction- aries would have a justification for its politics of terror, which .is the only basis for their pow- ery “To be a real revolutionary,” it declares, “means coming from the starting point of _the real struggle of the masses, being ready to meet changing political situations without trying to force upon the movement a schematic approach to struggle; above all, without dividing the revolutionaries from the conc- rete, everyday, patient work among the thousands and thous- ands of working people, plain citizens, women and youth. This -is the key to success of every struggle.” In its closing remarks, the Communist Party of Chile ex- presses its firm determination to make the party function on all levels. This, the CP says, is the decisive prerequisite for the res-- toration of democracy, the or- ganinzation and leadership of this struggle. : : - It also pronounces its firm de- dication to rebuilding the party organization “ih every district, shop, community, school, farm and everywhere where there are Communists.”
