PRELIMINARY BENEFIT/COST SHARING ANALYSTS Port Coquitlam and Coquitlam have shared costs on inter- municipal roadways in the past. The Westwood/Kingsway project was shared equally, but the Crossing protection on Kingsway, wholly within the City of Port Coquitlam, was not shared by the District. In examining the Proposed scope of work, we looked for a method to apply the formula in the inter- municipal agreement. The changes to Westwood Street includes adding a second northbound through lane on the Port Coquitlam side of the boundary; and adding a second (south to east) Gurning lane to Westwood north of Crabbe on the Coquitlam side of the common arterial. Signalization of Westwood at Crabbe is the other Significant: improvement ts the inter-municipal road. Applying the formula to the project Suggests a SO per cost share of Signals ($31,910) Plus ai similar proportion of Shareable improvements to Westwood. The eligibie components of the project, would be, arguably, the additional lane width On Westwood, the median extensions, curb, gutter, and sidewalk, catch basins and street lighting. Based on a final design, we would be prepared to recommend Some cost sharing for Westwood improvements over and above the direct signalization costs. One suggestion from our Planning Director is to consider use of the new lot for a service station.
