C. V3C 2A8 Dear Mayor Traboulay and Members of Council: The GVRD Board is endeavouring to establish Development Services as a regional function. This would end the cumbersome and inefficient process of providing this information and strategy coordination service through annual contracts with participating municipalities. Councils gave the proposal strong support in considering the acquisition of letters patent by GVRD for the function. The draft letters patent will be considered by the GVRD Board in February prior to being forwarded to the provincial government. Contractual arrangements would continue with those municipalities which prefer this procedure. The Policy Coordinating Committee of Mayors has provided political direction on Development Services matters. The membership of the Committee has been the same as the GVRD Executive Committee and on occasion confusion over responsibilities and some duplication have arisen. Under letters patent, Development Services matters would be reported to the GVRD Executive Committee through a Development Services Subcommittee. This procedure is being initiated in 1988 in anticipation of the letters patent being approved at an early date. As a participant in the 1988 Development Services Agreement, 1 am writing to advise you of this change. [t will increase the efficiency and effectiveness of actions on Development Services matters, and enable greater staff resources to be devoted to providing services.
