Chernoff, Chief Building inspector SUBJECT: 1133 Fraserview - Development Variance Permit KECOMMENDATION: That City Council adopt a resolution Issuing a Development Variance Permit to Lot 2, District Lot 232 and 340, Group One, Plan 71468 New Westminster District varying provisions of the Subdivision Bylaw No. 2126, Schedule C, Design Criterta, Section 4.4.3, Driveway Grades subject to the bullider installing driveway heater tapes to satisfaction of the City. BACKGROUND: Circumstances Surrounding this home are the builder did not submit a surveyor drawing of the building elevations as required at time of the foundation forms inspection. Rather tne builder started framing construction without approval. it should be noted this building also has another deficiency to be corrected with the retaining wall. COMMENTS: 1. This report is recommending that City Council issue a Development Yariance Permit to grant relief to the purchaser. of this home. The basis for this recommendation is one of compassion and assistance for a family that are caught in a difficult sttuatton, Ze Notwithstanding the element of charity, the City is being olaced in a position of having to grant a varlance for what Is essentially a safety deficiency. This report ts recommending that the Development Variance Permit be issued subject to the builder installing an alternative system for protecting the safety of the homeowner. The alternative system recommended to be used [s a driveway heater. The heater elements are to be placed within tubes embedded in the driveway to permit maintenance or repiacement. The elements are to not be embedded directly fin the driveway. 3. .
