October 3rd, 1977 A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam, B. C. on October 3rd, 1977, at 7:30 p.m. His Worship Mayor J.M. Campbell, Aldermen J.J. Keryluk, G.R. Laking, E.W. Mabbett, P.F. Ranger, M.A. Thompson, and L.M. Traboujay in attendance. Also in attendance were Chief Administrative Officer L.D. Pollock, City Engineer, V.G. Borch, P. Eng., Fire Chief W.S. Wingrove, Planning Officer Lanson Lee, Recreation Director Janna Taylor, City Clerk R.A. Freeman, City Treasurer J.G.S. Maitland, and Mrs. D. L. Vyse. Zoning Public ZONING PUBLIC HEARING: Hearing Mr. Frank Raynor, owner of property at 3323 Devon Road, arose ona Point of Order and stated that as Mayor Campbell was Chairman of the Greater Vancouver Regional District the subject of Floodproofing should be classed as a conflict of interest and suggested that Mayor Campbell leave the Chair. Mayor Campbell replied to Mr. Raynor's Point of Order and stated that the G.V.R.D. has no interes« in this subject as it is in the Agricultural Land Reserve. Moved by Alderman Traboulay: Seconded by Alderman Mabbett: That Mayor Campbell be requested to remain in the Chair. Carried. His Worship Mayor J.M. Campbell advised the meeting the following proposed Bylaw to amend the "City of Port Coquitlam Bylaw, 1969, No. 918" would now be considered: Bylaw No. 1555: Bylaw #1555 To amend Section 301 by addition a subsection (4) that would enact special regulations concerning floodproofing in the Agricultural Land Reserve Area in the City. Mayor Campbell advised that he, Alderman Ranger, and City Engineer, V.G. Borch, P. Eng., were in Victoria last year and did at that time see a map of the floodplain area, the areas being exempt were Mary Hill and Oxford Heights and he commented that the final responsibility still remains with the City for flood problems.
