TERRACE — Five Local Im- provement Projects (LIP) have béen approved by city residents. and are ready to proceed. The first is the paving of the 5100 block of Mills Ave. and the 2400 block of Apple St. The $64,670 project was approved: by 78 percent of the affected landowners, ‘most of whom op- ted for a 20-year debt retirement at a cost of $4.23 per foot per year. It was suggested that the commit- tee become a permanent part of the Skeena Protection Coalition in order to act as an advisory group to city council. The com- ‘mittee could also function in a monitoring -capacity to ensure ongoing expansion of the recyc- ling program to include low- Local Improvement Projects going ahead ‘stalling an underground storm sewer at the same time under a capital works program. Paving of the 4600 block McConnell Ave. was approved by 85 percent of the property owners on a 20-year repayment shedule. This will cost residents $4.32 per foot per year. The commuted cost of this project is $32.24 per foot. The.city’s share is $4,387 and here too the city will be installing a storm sewer during the project. . The portion of Pohle Ave. west of Kenney St. was ap- proved for paving by 83 percent of the property owners on a 10-year retirement schedule. This project will cost $21,883, or $5.06 per foot per year over the period of the loan. The com- muted’ cost is $28.61 per foot. The city’s share of the total cost is $1,234, A storm sewer will be installed under as. a capital works project here as well. ’ Pear St., south of Graham Ave., was approved for paving by 93 percent of the property owners on a 10-year debt retire- ment schedule, The city will pay group eyes funding grade, non-profitable . materials such as newsprint and glass, it was said. A long-term goal of reducing the local waste stream by 35 to 40° percent was sug- gested. The | federal government has established a $50 ‘million pro- gram called the Environmental Partners Fund to assist com- munity groups with environmen- tal projects at the local level. Re- cycling programs are included in the program’s mandate, The re- cycling committee is hoping to act as alead partner to assist the municipality in obtaining fund- ing for initiating: a local re- cycling program. Up to $200, DOO in federal matching funds is available for different projects, it was reported. The final details of the recyc- ling proposal are being com- pleted. A petition was suggested as a.means of demonstrating a broad base of community sup- port when making the presen- tation to city council. All con- cerned citizens who are willing to actively participate in a curb- side recycling program are en- couraged to sign the petition as it circulates through the town over the next few weeks, The recycling committee plans to make its presentation to city council sometime in August. It will be the - first real opportunity for the public to see the results of this project which is becoming a reality. through many generous donations and labor provided by students in the Welding and Carpentry programs at North- west Community College. . There is still more work to be _done-on the interior. before the Fire Safety House can be used to show school children how _to react to an emergency, however. Flooring, wiring and panelling still need to be installed but project coordinator Ray Trem- blay says this work will be com- pleted in time for the coming $3,303 of the $69,679 project and install a storm sewer under a capital works program, Repay- ment of the loan will cost prop- erty owners $4.61 per foot per year over the 10-year period or $26.05 per foot if paid in cash. The final project in this cur- rent round of approvals is the paving of Thomas St. from Park Ave. to Lanfear Drive. The city’s share of the project’ is ~ $4,424, and here the city will make drainage improvements under a capital improvement program. school year, And, as in earlier phases of the project, this work will be completed due to the generosity of local businesses, but a new partner has been added as.well — the Smithers Volunteer Fire Department. | Fire Chief Les Schumacher gave the first $1,700 of a $5,000 commitment to Tremblay last week as well as a further com- mitment to contribute to the annual maintenance cost of the Safety House. This will broaden the use of the Fire Safety House — it will now visit schools in © Terrace, Thornhill, Kitimat, and Smithers as well. There have. been dozens of local contributors to this pro- ject, far too many to name here, but there are four responsible for the current phase of. the project. CMO Carpets are sup- plying and installing the floor- ing, Twin River Electric is. in- stalling the electrical system and donating the necessary 110-volt . fixtures and wiring, Elker Auto Supply is providing all the 12- volt hardware, and Terrace Builders is donating the interior panelling. The final step in this com- bined effort by local firefighters, businessmen and NWCC will take place this fall. Tremblay says that training for firefighters using the Fire Safety House to teach emergency procedures to children will take place in Prince George this September.
