Environmentalists say pipeline worse

OTTAWA (CP) ~ A
study by two officials of
the federal environment
department has ques-
tioned federal policy on
Weat Coast oil tanker
trafic,

For more than a week,
Prime Minister Clark and
several cabinet ministers
have assured Opposition
Liberals that Ottawa
supports the proposal by
Foothills Oll Pipe Line
Ltd. to bulld a $1.6-billion

Pipeline to move Alaskan
south

Both the Conservative
government and = its
Liberal predecessor
favored that project be-
cause, they sald, aiter-
native proposals being
considered by the U.S,
government would use
tanker ships and create
the danger of oll-splille,

But the study by en-
vironment officials
auggeata that a tanker
route is environmentally
preferable to the Foothills

project.

The study, by Robert
Sherwood and John
Millen of Vancouver, was
filed with the National
Energy Board for the
board's current Van-
couver hearings.

The two said the
Foothills plan for an all-
land pipeline route
“ranks poor environmen:
‘tally and should not be
agreed to prior to com-
‘pletion of more detailed
environmental sasess-
ments.” |

Panhandle, with a pipe-
line inland from there.

The Skagway plan was
also proposed by
Foothills, but later with-
drawn in favor of the all-
overland pipeline
