MONTREAL (CP) — The days of the ogre who bangs on the door at midnight and threatens to take off with the furniture unless that overdue ac- count is settled on the spot are fading into the past, says one af the world’s biggest bill collectors. “We have to discern between the true-blue skips and frauds and those who simply need more time to pay," said Mark Lubotta, senlor vice-president of Montreal-based FCA Inter- national Ltd., which collected $120 million in overdue accounts in its latest fiscal year. Inno case, he insisted, does the company resort to physical intimidation. “We communicate witha debtor by phone or letter and we try to evaluate each case, We don't pull people out an the street in their pyjamas in the middie of the night. Anyone can collect money, but not everyone can evaluate an account.’ . 1 The growth of credit has brought with it a growth in bad debts, but it has not meant that people are any lees honest. “The majority of people want to pay their ~ bills,” he sald. FCA international has a network of branches across Canada and the United States and also operates in Britain. Any any given time, it has more than four million accounts on file in its elaborate computer system. It is one of three dominant firma in its field in North America, with #439 «million in accounts submitted for collection in the fiscal year ended June 30, 1960, and profit of $2.52 million for the year. Collection agencies are more widely accepted in the U.S. than in Canada as an essential part of the financial system, Lubotta said. Attitudes are slowly becoming lesa negative in Canada.
