There are a couple of options available to funding the ongoing operating costs of the
recycling program, they are:

As recommended to include the cost as a charge from general taxes, this
recommendation is based on the thought that the curbside pickup is the start
of an overall recycling program which will eventually evolve into more that
just a service for single family residential properties (ie, an extra to the
current garbage collection program). This is based upon the assumption that
taxpayers other than single family residential will eventually get some
benefit from the program, ie the coordinator will visit some of the businesses
in the City and will promote recycling of their wastes or perhaps the program
will expand into multi-family units.

To treat recycling as merely an addition to the present garbage collection
system and recover the costs as a charge per single family residential unit.
