Dear Sir:

a The first paragraph in our letter of January 25, 1989, was
ae admittedly, confusing and did not clearly state the issue we
wished addressed. |

The first paragraph should read:

"It is our understanding that while municipalities along
the natural gas pipeline route will maintain the right
7 to negotiate a franchise agreement with the distributor,
municipalities will not have the right to choose the
7 distributor of “natural gas to their respective
communities. The provincial government will be making
these appointments. Absence of the right to choose
their own gas distributor leaves municipalities with
little or no room for meaningful franchise agreement
negotiations with a provincially appointed distributor."

We have attached a new letter as well as a resolution we propose
to submit for consideration at the A.V.I.M. next month.

Please accept our apology for the confusion.
