the City has received a written notice from the Minister informing the City that the Minister is satisfied with the progress claim referred to in subparagqraohn (a) of this paragraph; the Minister has received and has informed the City in writing that he is satisfied with an inspection report as set forth herein in subparagraph (e) of paragraph 19; and satisfactory completion of. an inspection of the Lot by the Minister if the Minister from time to time deems such an inspection necessary. Advances of the Operating Costs 12. Advances of the Operating Costs may, provided the City has complied with all the provisions of the agreement resulting from acceptance by the City of this offer, in the discretion of the Minister, be made by the Province to the City after: (a) the Minister or his nominee has received and is satisfied with a written progress claim submitted, not more frequentiy than monthly, by the City and setting forth particulars of the Operating Costs of Operating the Lot that have, for the period of time covered by the - particular progress claim, been paid by the city, each such progress claim to be supported by such evidence of payment by the City of the Operating Costs that are set out thereon as may from time to time be required by the Minister; and
