Moved by Alderman Keryluk: Seconded by Alderman Traboulay: That By-law No. 1587 be read a third time. Carried. Aldermen Ranger and Thompson voted against the resolution. Prior to passage of the foregoing resolutions Alderman Ranger that in his opinion the Refuse Materials Collection Charges should be included in the General Mill Rate Taxes. Alderman Thompson advised the increased charge for solid waste disposal does not cover the actual cost of the service and should be increased to cover the actual cost. Alderman Keryluk advised this increase in the cost is actually a phasing in program and eventually the service will be paying for itself without subsidy from the General Mill Rate Taxes.
