AMBASSADOR EXPLAINS-- Why Cuba won't sign test treaty Recently Cuba abstained from voting on a resolution in the United Na tions main political committee calling for a nuclear-free zone in Latin America. . The resolution was carried 89 to O, but 13 other countries also ab- stained, including the Soviet Union and several socialist countries, and France, Mali, Tunisia, Algeria and Venezuela. : Earlier Cuba had stated it would not sign the partial test- ban treaty. Below are published excerpts from an Oct. 7 speech to he U.N. General As- sembly by Cuban Ambassador Carlos Lechuga, in which he gave a compre hensive ouline of his country’s position on the test ban treaty and the pro- posal for a de-nuclearized Latin America: We public opinion received, : with commendation, the news of the signing of the Treaty of Moscow on the partial prohibi- tion of nuclear tests in what signified a relief for umanity from the apprehension evoked by the baneful consequences which the diffusion of raioactiv- ity, resulting from such tests, brings with them, and because such a treaty represented a mo- deration of international ten- sions. Cuba shared this sentiment with world public opinion. Cuba is pre- pared to contribute whatever ef- forts would be deemed useful to the universal cause of peace. * * * But Cuba cannot subscribe to a treaty when one of its signa- tory powers is, at the sametime, chief protagonist of a policy of enmity toward, and a multitude of offenses against, our country —which in sum and in truth are tantamount to undeclared war... Cuba is not a nuclear power and lacks the resources to be- come one, but we feel it to be our duty, within the United Na- tions organization, to adopt the moral position arising from the inviolable principles of our in- ternational policy. The treaty has mobilized the universal conscience for peace which demands measures to pro- tect humanity against war; it should also demand equal respect for the integrity and the life of all countries. Peace must be a universal boon shared and en- joyed alike by all peoples of all countries — be they big or small: * * * For reasons of principle the Revolutionary government of Cuba is not opposed to the crea- tion of de-atomized zones, noris it adverse to any other measure which will reduce the possibili- ties of a nuclear conflagration— to the unforeseeable consequen- ces of which were subject our people and the whole world dur- ing the past ‘‘October Crisis’’ brought about by the threatened invasion of our country by the government of the United States.
