THE CORPORATION OF THE CITY OF PORT COQUITLAM BeR. Kirk March 9, 1990 City Administrator D.G. Riecken Deputy City Engineer O11 Slick at Harbour Drainage Works RECOMMENDATIONS: That City staff continue to maintain the oil trapping boom located at che entrance to the Harbour Drainage Outlet Works, and to monitor the ditches in the area periodically to see if the source of the oil slick can be identified. BACKGROUND AND COMMENTS: At the Council meeting of February 26, 1990 it was brought to the attention of the Chairman of the Environmental Protection Committee that an oil slick had been observed at the entrance to the Harbour Flood Boxes and Pump Station. Staff has investigated the report and has been unable to identify the source of the oil. The Broadway Ditch was clear all the way to Kingsway with no visible signs of oil contamination from any properties adjacent to the ditch. All recently constructed developments in the area have been required to install oil interceptors in their drainage systems. There is an oil soaking boom in place across the inlet channel in front of the Harbour Pumping Station which will be extended to cover the entire channel. This boom will prevent the oil from entering the Pitt River, and it will be maintained at regular intervals to ensure its integrity. Because a point source of the oil cannot be detected, this would appear to be the only way to protect the Pitt River from contamination. The ditches in the area will be monitored periodically to see if the source of the oil can be identified. ae Vi Thee Mir D.G. Riecken, FP. Eng. Deputy City Engineer
