That the Council Minutes of September 11th, 1989, on page 186, be amended
by adding thereto the paragraph shown underlined at the top of draft page 186
attached to this memorandum.

BACKGROUND AND COMMENTS:

Passage of the above noted recommendation by the Council will correct an
error made in the minutes.
