B.C, communities held referenda on balanced nuclear (or "general") disarmament. We heard of many other city and town councils who were in- clined to join this unique campaign. But it was quite difficult for them to do go at a time when the Minister of Municipal Affairs was Stating categorically that such referendums were clearly illegal. On November 17, 1982, the Honourable Madam Justice Patricia Proudfoot of the Supreme Court of British Columbia upheld the legality of such referendums. We were not surprised, but we were disappointed that this ruling came too close to the elections for other municipalities to hold the referenduw on disarmament in 19382, Since it is now clear that there are no legal problems in B.C., we would ask you to kindly consider holding the disarm= ament referendum with your next election. It is an action that has been very popular and successful in 132 other Canadian centres already, and I’m sure the citizens of Port Coquitlam would appreciate having a chance to voice their opinions on this important issue.
