THE CORPORATION OF THE CITY OF PORT COQUITLAM BY-LAW NO. A By~law to regulate the carrying on of business by persons purchesing, faking in barter, or receiving used or second hand goods. The Municipal Council of The Corporation of the City of Port Coquitlam, in open meeting assembled, enacts as follows: 1. In this By-law, unless the context otherwise requires: (a) "Chief Constable” maans the officer in charge of che Detachment of the Royal Canadian Mounted Police policing the City; (b) “Purchase” includes buy, barter, deal in, take in exchange, take in part Payment, or receive on consignment; and "purchasing" and "purchage" shall be construed accordingly; (ce) "Seco::d-hand Dealer" means any person Licenced by The Corporation of the City of. Port Coquitlam under the provisions of Part X of the Municipal Act who deals in second hand goods or werchandice in any Banner whatsoever; however, persons in the business of buying and selling second hand booke, papers, and magazines shall not, by reason only of such buying and selling, be deemed ‘to ba second hand dealers.-. 2. (a) Every second hand dealer shall keep a record of ail goods and merchandise purchased or otherwise received by him in the course of businesa; excepting beer bottles, soft drink bottles, or other beverage containers, (b) Such record shall be completed on a daily basia in the form provided by Schedule "A" of this By-law aad shall be typewritten or written in ink in a plain -kooWledgeable hand(1a the English language) and all entries therein shall be made ot the time of or immediately after each purchase. ; . (ce) All forms completed under che provisions of chis By-law shall ba delivered to the office of the Chief Constable within 24 hours of their completion. ‘ 3. Goods or merchandise purchased or otherwisa received by a second~ hand dealer in the course of business shall noc be altered in forn, sold, exchanged, or otherwise disposed of, within seventy-two (72) hours from the time of purchase or receipt thereof.
