Fraser Deputy Treasurer, Collector SUBJECT:Bicycle Licences RECOMMENDATION: That the City discontinue the registration of bicycles and the sale of bicycle licence decals as authorized by the Bicycle Licence and Control Bylaw, 1960: that no bicycle licence decals be purchased by the City for the year 1994, BACKGROUND & COMMENTS: The City presently records and sells annual bicycte licence decals for one dollar ($1.00) each, under the Bicycle Licence & Control bylaw. Over the last four years the number of decals sold has averaged 70 per year; the cost to the city to purchase the decals has averaged $478.00 annually, or more than $6.50 per decal. Receipt forms, staff time and any advertising are additional costs. It was found during a recent survey of nine neighboring municipalities (see attached), that Port Coquitlam is the only municipality presently licensing bicycles. In some municipalities engraving guns are available through the police department for residents to mark identification on bicycles. At the present rate of interest, bicycle licensing is not a cost effective program for the City and would be time consuming and uneconomical for further enforcement by the bylaw department; the discontinuance of the program is therefore recommended. ‘< An Dhaene J.E.
