Dear Mr. Freeman: The Corporation of the District of Peachland has been attempting to get two way toll free telephone service to Kelowna and Westbank for many years now. We have been offered one way service to four Kelowna exchanges on three occasions by the B.C. Telephone Company, but this was turned down by the subscribers as not being adequate. B.C. Telephone Company has advised that this is all that will be offered. Appeals to the C.R.T.C. for fair and equitable telephone service at a reasonable cost have only resulted in the C.R.T.C. advising the Municipality that the &8.C. Telephone Company‘s position on this matter would not avpear to be unreasonable. Discussions with elected officials of other Municipalities have indicated that Peachland is not alone in feeling that the present E.A.S. (Extended Area Service) offered by the B.C. Telephone Company does not satisfactorily meet the needs of the smaller communities. One way service places a hardship on both individuals and businesses. Subscribers are not given. the choice of exchanges they would like. The weighting factors used to establish rate groups for Extended Area Service are extremely high and the long distance charges paid by the residents in small communities subsidize the local rates paid by residents in larger cities, placing an unfair burden on the small town user.
