TO: Mayor and Council DATE: March 21, 1 FROM: Planning and Zoning Committee The Planning and Zoning Committee met on Wednesday, March 20, 1974. Present were Chairman Alderman Ranger, Alderman Mabbett, V.G. Borch, P.Eng., N. Chernoff and L.D. Pollock. The following items were discussed: 1. Nu West Developments Ltd. The above mentioned firm has applied for rezoning of approximately 38 acres of land on Cedar Drive to permit subdivision for residential purposes. The, development would vitimately consist of a total of 212 units and the company plans to phase these over the next three years in order to lessen the impact on school construction aud servicing etc. The Committee has dealt extensively with this development in trying to encourage the developer to provide something a little different in subdivision and housing design. The developer has co-operated fully and the proposal that is now ready for submission to Council is the result of several months work. ‘Representatives of Nu West Developments will attend the Council meeting and will outline their proposal in detaii, however, a description of the project is attached for the . formation of Council. The Committee is prepared to recommend the rezoning as there are a number of advantages in dealing with it on the basis proposed. (1) As there are six parcels of land involved the City would be able to deal with one developer for an integrated development rather than with six individual owners. (2) The City will be able to obtain approximately 1.8 acres of the land area which is required to complete a portion of our Nature Area. The developer has agreed to dedicate this land. (3) The development will be phased. If approval is granted and the rezoning pro-~ cessed phasing of construction would be as follows: Start Construction Number of Units Occupancy Date Phase I Start engineering now units May 1975 Phase II August 1975 units January 1976 Phase IIT January 1976 units August 1976 Phase IV August 1976 units January 1977 The phasing would give an opportunity for the School Board to make provision for school accommodation and in addition the phasing permits the City to monitor the type of housing being dneluded, for example, if the zero lot line housing does not prove to be popular it can be modified and conventional housing provided in a subsequent phase, . oee/2
