SUBJECT: Janna Taylor, Parks & Recreation Director Viscount Ball Diamands Attached is a repoz.t from the Recreation Manager cn the situation of r estz iative use of the twa diamonds on the east side of the field. I would like to add some further information to his report for the Committee's inzormation. Histoz.ical Use of Ball Diamonds During th 1970's the diaznonds on Viscount field were basically used by minor leagues; as diamonds became increasingly difficult to schedule foz both adult and minor leagues it was f'ound necessary to schedule the diamonds a Viscount foz'dult use. There was continuous abuse by the adult leagues over the years (not as identified by Bill Murray that it was only one event) and also continual complaints by certain residents homes were closest to the diamonds in question. Finally inwhose October'985r delegation went to the Parks Recreation Committee extremely a concerned about the use of the diamands by adult groups. Nct only did we receive complaints from the residents but also from the principal of the school. The backstops are not necessazily of a standard suitable for adult play. As noted in the report from the Recreation Manager, we do have other available diamords for use by this adult league & Concerns This is an extremely volatile situation and if we are to open the diamonds for adult: play, we have na way of other non-league groups from using these diamonds.controlling Presently the signs plaaed at the diamonds do discourage use by non-authorized adult: teams; although it does not totally stop the use. The other area that. really concez'ns me is that the residents who abut the propez.ty will bc extzemely upset and feel that the department has not followed through on a promise to eventually move all adults from all the diamonds at Viscount. /2. t1AR 17 1987 I(( Igm st F Ii II8 II IlillEji .'(Ilail'j~ III IS 5I'. MEMORANDUM TO I K. MEMORANDUM FROM: Larry J. Wheeler, Recreation Manager Adult Use of'all Diamonds at Viscount School SUBJECT: Puraone/Problem To provide information for the Parks Recreation Director regarding the adult use of the ball diamonds located on the east side of Viscount School. & Ristor v/Background Zn Oct ber, ]985I several residents from the aforementioned neighbourhood appeared before the Parks & Recreation Committee to discuss the problems they were experiencing as a result af adults using the ball diamonds at Viscount School. Concerns included consumptian of alcoholic beverages, unruly behaviour, excessive noise and abusive language. Zn summary, use of their personal property during the summer months was disrupted or limited as a result of the adult use of the two ball diamonds an the east side of the park. As a result of this discussion and other information previously received, the Parks Recreation Committee adopted the following & recammendationsr That the two ball diamonds adjacent to the residential homes not be booked for adult softball. That the two ball diamonds adjacent to Flint be utilized for 2. adult leagues. That signs be posted at the twa diamonds adjacent to the residences stating "No Adult Cames". The Part Coquitlam Recreatior. Slow-Pitch League is now challengir.g this decision through an appeal to Council. Zt appears that they are challenging this decision on pr inciple only, although same of their rationale could be a desire far increased ball diamond use. /2.
