ee ee East, the emergence of countries such as Libya and Sudan that have broken from the tutelage and control of im- Perialism and have advanced in a pro- &ressive direction? Who can deny that it is thanks to the Sovet Union and the assistance of the SOcialist states that the Arab peoples are able to withstand the pressures of American imperialism and its satellite, the Israeli government, and are show- ing their ability in the course of so do- Ing to take a progressive direction, away from backwardness, away from feudalism, and in a direction which in- €vitably will eventually place the work- Ing people in the asendancy of the Whole of the Middle East? Who can deny that it is the strength Of the Soviet Union, its peaceful policy, that has had a salutary impact upon developments in India, and the changes that are taking place there with state after state moving away from the con- trol of the ruling class and in the direc- lon of cooperation between the Com- Munists and the truly national and de- MOcratic forces, moving in the direction Of socialist policies? And who can deny likewise the developments in Europe, increasingly ~ Shaping up in a direction of the forma- tion of left fronts that are challenging the Parties of monopoly and are begin- Ning to ‘assert themselves in ways that are weakening more and more the po- Sitions of monopoly in Europe? Here we see the power and the might Of socialism, its impact on world €vents. ; On this 53rd anniversary we see the Very sharp contrasts between socialism and capitalism, with socialism, despite the difficulties, advancing day by day, moving forward in the direction of rais- ing the standards of the people, solving them. in the interests of the people, while we ‘find growing sickness, a malaise in most of the capitalist coun- tries today. On the one hand we see confidence based on the reality of socialism, its power and capacity to solve the real problems of the people, and on the other we see depression, increasing questioning as to whether the system of capitalism. can actually protect the interests of the people. This is showing that illusions about capitalism are beginning to disappear. Capitalism was given all sorts of names in the past period of time to try to hide its exploitative character: a ‘“‘wel- fare state,” “people’s capitalism,” the “affluent society.”» Now it is being called the ‘new capitalism” — every- thing in order to hide the fact that it is the same old capitalism that exploits the people and sits upon them. This il- -lusion that the monopoly interests try to spread among the mass of people is breaking down as a consequence of the growing contradiction in the capitalist system itself. On this 53rd anniversary, which is on the eve of the 24th Congress of the Communist Party of the Soviet Union, we have occasion to be part of that tre- mendous swelling of support and admi- ration for the great achievements of the USSR, which will be further buttressed by what that congress will advance. It is clear that next year too, the main point of emphasis will be upon setting targets for the next Five-Year Plan, integrated into the plans of other social- ist countries so that the sum total of the power of the socialist world can be utilized not only to advance and raise the living standards of the peoples of the socialist countries, not only to pro- vide thereby a living example for the peoples of the world, but at the same time by virtue of that growing strength increasingly to shape and influence the course of world development. We would like to see a strengthen- ing of the bonds of friendship between Canada and the Soviet Union. Actually, Canadian independence, its ability to strengthen or gain its independence, depends in a large measure on the friendship Canada develops with the Soviet Union and other socialist states. Reliance on American imperialism means inevitably subordinating .the Canadian interests, strengthening Ame- rican monopoly control over the Cana- dian economy. Canadian independence is therefore tied up with a policy of friendship, trade, cultural and scientific exchanges between our country and the Soviet Union. It is to be deplored that in these conditions there are still reactionary forces in our country who would like to stimulate anti-Sovietism, to build up hatred and a wall between the Cana- dian people and the peoples of the Soviet Union. We see this in the “anti-Lenin dis- play” that is presently in the Metro ee AS. This is a flour mill built with Soviet assistance in Ceylon, only one of the in #0" that country. ,, 33
