Eng., City Engineer Presentation on Pavement Evaluation and Management Study Several weeks have elapsed since the Pavement Evaluation and Management Study Report prepared by |.M.S., a specialist subsidiary company of W.C,.T./Delcan Ltd., was distributed to Councli. In reviewing the report, questions would have undoubtedly arisen In the minds of Counci! members. With your concurrence, | have therefore invited Mr. Dick Edwards, P. Eng., the Consultant who has prepared the report to make a very brief presentation to Council | during its regular meeting on June 10, 1985 and to answer questions pertaining to his report. In all fairnéss to the Consultant during the question period, Counel! should be mindful of the following: 1. The main objectives of the study ara: a. to collect data on the existing surface and sub-surface conditions of the road sections. be to project the rate of deterloration of the road sactions durng the next five to ten years under three difterent rehabilitation strategies. to recommend malntenance/rehabl litation Stratagles appropriate to each of the road sections which wil| effectively retard the pavement deterioration process. de to provide cost estimates associated with the recommended maintenance/ rehabilitation strategy for each road section. Although the findings of the Study do provide three options for the maintanance/rehabl litation of tha road sections along with the corresponding penditures for the next five years, these options should not be mistaken for the capital roads programs for the City which wll! be ultimately presented to Council for consideration. Tha capital roads programs which will be submitted to Council for deliberation later this year will Include many other considerations such as the need for widening the existing pavement, installation of drainage works, curbs and gutters, sidewalks, utllity relocations, the upgrading of possibly other road sections excluded from the study and political priorities. These considerations were not included In 4 the terms of reference for the study since the Engineering Departmant is tn a better position to address them.
